Automated drift sync from cluster healthcheck.

Exports from live cluster (cluster was ahead of repo): alert-dispatcher, council-pipeline (replicas 0), frigate (8Gi mem), hermes, media/arr-download, media/qbittorrent Service (WebUI 30080), media/media-servers, odoo, otel-collector config + daemonset.

Fixes (apply after merge): rss + rss-eric images repointed from dead gitea.ignohr.com to forgejo.ignohr.com/intech/* — resolves 10-day ImagePullBackOff on rss-frontend and rss-eric scorer/feedback-collector.

Removed: decluttarr.yaml (no longer deployed).

Note: WEBUI_PASSWORD env omitted from arr-download export (plaintext secret, lives in cluster only). Repo otel wazuh-syslog config was never applied to cluster and has been replaced by the live config — re-add deliberately if wazuh forwarding is still planned.
